APPC PROGRAM REVIEW GUIDELINES
The following program review guidelines were developed by the APPC in 2008, modified in 2011 and approved by the Academic Senate on April 26, 2011. They outline procedures of the Senate and its committee on Academic Programs and Policies and do not include those at the departmental, school or administrative (Provost’s office and Registrar) levels. Please consult the appropriate offices for their procedures and guidelines.

This document serves as a guide for program review and approval, and also provides a context for the actions of the Academic Programs and Policies Committee.

CRITERIA AND STANDARDS FOR PROGRAM REVIEW
The APPC’s Criteria and Standards for Program Review are derived from three primary sources: Pratt policies, Pratt’s Faculty Handbook, and applicable rules and standards of external, regulatory bodies such as NYSED

PRATT Policy
New Program and Revised Program – Does the program proposal adhere to Pratt’s “Academic Initiatives Proposal” published on the Pratt Website?
Minors - Does the proposal adhere to Pratt’s policy and “Guidelines for Establishing Minor Programs” ?
Change of Program Title – Title change policy and procedures to be jointly developed with the administration.

NYSED AND/OR OTHER REGULATORY BODIES
Does the program proposal adhere to New York State Education Department NYSED regulations and standards?

Does the program proposal adhere to standards of other, professional and regional, accreditation bodies?

In reviewing program applications, the APPC considers the following criteria:
1.   What is the program’s impact on academic quality and integrity?
2.  

What is the program’s impact on academic quality and integrity?

3.  

Does the program support the Institute’s mission statement?

4.  

Does the program support existing institute and school-wide goals?

5.  

Does the program comply with existing institute policy?

6.  

What changes or needs will be created in regard to faculty by the program?

7.  

How will these be achieved?

8.  

What changes or needs will be created in regard to the program’s budget?

9.  

How will these be achieved?

10.  

What impact will the program have on existing credit distribution and requirements?

11.  

How will funding be achieved?

The APPC also considers the following:
1.  

What impact will the program have on other programs within the school and across the institute?

2.  

Are there areas of pedagogical overlap with existing programs or with existing courses in other programs?

3.  

With regard to any overlap, what are the specific similarities and differences? Does the program appear to be redundant or conflict with any existing programs or courses?

4.   Is there documentation that chairs/coordinators and faculty in the other programs have been informed of the proposed program? Have they been consulted with regard to the proposed program’s impact on their courses and program, and have potential conflicts been discussed and resolved?
APPLICATION MATERIAL TO BE SUBMITTED
The APPC bases its assessment on the following documentation, which are to be included in applications:
1. Complete Application, as outlined in Pratt’s “Academic Initiative Proposal Guidelines.” Proposals for two types of initiatives, which usually require approval by the New York State Department of Education (NYSED), are covered:
    A. New initiatives (Type A): degree, concentration, diploma, and new concentrations or options in existing programs. This includes completion of the “Academic Initiative Concept Proposal”.
  B.

Major changes to existing programs (Type B): exclusive of new concentrations, that affect the title, focus, design, requirements for completion, or mode of delivery of existing programs (A complete list appears in Appendix C: “NYSED Changes in a Currently Registered Program”). It includes study abroad programs in excess of three credits.

2.  

Course numbers, course titles and course descriptions for all courses

3.  

Syllabi of all required and core courses, and, upon request, syllabi for elective courses.

4.  

Curricular table by the semester for program, each concentration (emphasis or track) and/or each Minor.

5.   If the application requires NYSED registration,
+ Submit NYSED Forms or
+ Provide NYSED material directly related to educational content
6.  

Documentation of consultation with other departments and programs regarding the impact of the proposed program on their departments, programs and faculties.

APPC PROCEDURES:
At the Institute level, the APPC receives program proposal applications from the Provost’s office after review and approvals at the department and school levels (the applicable tracking form to be used is New & Revised Program Application Tracking Sheet).

Upon receiving the program application material from the Provost’s office, the APPC places it on its agenda and announces its meeting to the academic community in order to solicit community input.

The chair and/or school dean/director or their designees are invited in order to present and discuss the proposed program to the APPC. In addition, the committee invites relevant administrators or their designees, including, but not limited to, the Provost, Enrollment Management, the Registrar, and Academic Advisors. Individual deans, directors, and program chairs, assistant chairs, directors, and coordinators may also be invited for input.

Upon completion of review, an APPC Action Report, indicating the status of the program, requests for information, and any changes or conditions, are forwarded to the Senate for further consideration (see list of actions below). Once ratified by the Senate, the Action Report is forwarded to the Provost for further distribution as appropriate.

APPC ACTIONS - Program Status
The APPC recognizes five actions, which delineate the status of a program application:
  a.   Approved
The APPC has approved the Program without modification.
  b.  

Conditional Approval – Pending Changes
The APPC has reviewed the Program Proposal and found that it merits approval and meets most standards. However, additional information, changes or conditions are required for consideration of final approval. The required information, changes or conditions will be drafted in a report. *

  c.  

Pending – Request Clarification
The APPC has reviewed the Program Proposal and found it lacked clarity and/or sufficient information for a complete evaluation. The request for required information will be drafted in a report.*

  d.  

Pending – Request Conference
The APPC has reviewed the Program Proposal and found it lacked clarity and/or sufficient information for a complete evaluation. Additional and/or revised information is required to enable a full review. A conference with relevant individuals is requested. The request for conference will be drafted in a report.*

  e.  

Not Approved
The APPC provides a report outlining the reasons the program proposal was not approved.

 
* If an application is assigned Conditional Approval or Pending status, and the applicant has revised the application and met the conditions for further review, the application may be resubmitted in the same review cycle. Time permitting, the APPC will, in good faith, strive to complete such a review in the same cycle.
