"The Academic Senate cannot support the final draft of the proposed Intellectual Property Policy dated March 22, 2007, without clarification of the extent of institutional ownership rights relative to institutional support. For example, in the category of sponsorship, the Senate recommends that a process for evaluating and determining the extent of ownership and rights be established. The default rights of 50/50 unless prior agreement otherwise is made, is a potential inhibition to research and grant writing."
